You will need to get your deck plan approved and a building permit issued before you commence your project. The information that your local building department will look for includes the overall deck size, the height off the ground, and the position of the deck relative to property lines, the size and location of framing. They will also look at the species of wood you’re using, the soil type and the method of connecting framing. If the local building department is satisfied that your plan meets the local bylaws and code you will be issued a building permit for a fee.

I have a wood deck, structure beneath is fine, but I want to replace wood flooring and railings with Azek. The deck has two levels: main deck 12 x 14', lower deck 14 x 19 1/2'. Boards on main deck run horizontal, lower deck diagonal.
